Metropolitan Washington Airports Authority (MWAA) – Since 1999, as MWAA ("Authority") Wireless and Radio Systems Department's consultant and technical advisor, ACD has been working and assisting the Authority to do the following:

Assist in developing the future need and growth of Authority wireless communications system and strategic planning and their Interoperability plan.

Perform engineering studies to find out whether a 4.9 MHz “Mesh” like system will be feasible or if other microwave alternatives should be pursued.

Perform spectrum analysis and file for Marine frequencies in coordination with United States Coast Guard (USCG) and for MWAA’s VHF, UHF, 700 MHz, 800 MHz and 900 MHz frequencies.  Also, locate and analyze tower locations and their coverage for various bands.

Assist in regulatory and policy advisory capacity on any FCC / FAA / NTIA rules, policies and regulations updates and changes that might impact their present or future communications system.

Represent the Authority before NPSPAC Region 20 Committee and FCC.

Perform and/or verify coverage and frequency propagation studies for proposed or modified sites and antenna locations.

State of New York , Statewide Wireless Network (SWN) – Spectrum management, spectrum mining, frequency coordination.  ACD performed complete spectrum mining and analysis of 420 MHz, 450 to 460 MHz, 800 MHz and 700 MHz bands for the State to study and recommend the available spectrum to address their present and future growth, interoperability and technology.  As a result, the State chose 700 MHz and 800 MHz bands.  As a sub contractor, ACD performed actual frequency coordination for over 600 of SWN’s applications, performed short spacing calculations, and worked with FCC to ascertain smooth licensing.   ACD also, assisted the State with Federal Communications Commission’s rules, and regulations and procedures in an advisory capacity.
